[dlc-dev] DLC Channels Update

Hi all,

As previously mentioned [0], I have been working on DLC channels. There is
now a draft specification [1] and an implementation [2]. The rust-dlc
sample [3] supports channel functionalities if anybody wants to give it a
try (warning it's a CLI tool so not very user friendly). Feedbacks are
welcome on both.
